The NFL eliminated the preseason 75 player roster cut-down, which happens between team's third and fourth preseason game, and elected to just make one roster cut-down from 90 players to 53 players following each team's final preseason game.
Supporters of the measure also pointed out that tie games actually serve to simplify matters at the end of the regular season, leaving fewer teams with identical records subject to postseason tie-breaking procedures.
The NFL has announced four rule changes for the 2017 season.
Of those 83 overtime games, 16 of them were still tied after 10 minutes of overtime action (according to this article). Under the new rule, two players per season are eligible to return to practice if they had been on IR for at least six weeks.
The rule gives teams more roster flexibility and allows key players to come back for critical late-season games if they suffer an early-season injury.

The downside here is that we may see an uptick in ties, given how many times we see teams trade field goals in overtime without being able to score a second time.
