The 23-year-old man was arrested in Shoreham-by-Sea, Sussex, "on suspicion of offenses contrary to the terrorism act", Greater Manchester Police reported on its Twitter feed.
The arrest means that 14 men are now in custody in Britain for suspected roles in the May 22 bombing of an Ariana Grande concert that killed 22 people and wounded almost 120 others.
Britain's MI5 intelligence service is to hold an inquiry into its handling of information surrounding the Manchester bomber, Salman Abedi, after it emerged that it had been alerted to his extremist views by members of the public at least three times ahead of the attack which killed 22 and wounded dozens outside of an Ariana Grande concert on May 22, 2017, according to British media reports.
British police now have 13 suspects in custody - including Abedi's elder brother Ismail - and have searched properties across Manchester, a city in northwest England.
Earlier on Monday, police made a 16th arrest as part of the case.
Security sources later confirmed to the Press Association that a further 20,000 individuals were said to have been considered "subjects of interest" in the past, meaning as many as 23,000 people have appeared on the radar of counter-terror agencies, although the period the figures cover is unclear.
"The information came from the interception of his communications by US federal agents, who had been investigating Abedi since the middle of 2016, and from information unearthed in Libya, where his family was linked to terrorist groups", the source further said, adding "Following this USA tip-off, Abedi and other members of the gang were scrutinized by MI5".
The attack on May 22 was Britain's worst in more than a decade.

Several of the victims were children, the youngest being just eight.
Britain's terror threat level has also been reduced to "severe" from "critical".
Greater Manchester Chief Constable Ian Hopkins and Deputy Assistant Commissioner Neil Basu, senior national co-ordinator for UK Counter Terrorism Policing, said in a joint statement on Saturday: "In the past five days we have gathered significant information about Abedi, his associates, his finances, the places he had been, how the device was built and the wider conspiracy".
