Horgan and B.C. Green Party Leader Andrew Weaver have signed an accord to defeat Clark and install a minority NDP government.
Although Clark appeared resigned to the outcome, she said she is not ready to walk away from office before recalling the legislature to see if she can get support to continue governing.
"We share a great deal with the Green caucus", he said.
But without the support of a majority in the legislature, a B.C. Liberal government would not likely survive its first confidence vote.
When Powell River-Sunshine Coast MLA Nicholas Simons was asked Tuesday to identify his party's biggest concession to the Greens, it took him a few moments to cite a specific example.
"What I said before the election remains true".
"We are going to have a government that is going to be working for regular folks in the community and not a government that is there for the wealthy and the powerful", Darcy said.
Since the Liberals and the NDP-Greens are only separated by one seat, which party the Speaker comes from could determine who forms government.

Party status for the Greens was another no brainer for the NDP.
After the final election count, the BC Liberals and BC NDP were separated by just under 1,600 votes in the popular vote.
"We will live up to those responsibilities that we have", a seemingly nervous Clark told a pack of reporters.
When Horgan announced last week that there would be no change in the electoral system without a referendum - "I feel strongly about that" - it was a public signal the NDP had non-negotiable positions as well.
Otherwise, Simons acknowledged that there was very little in the agreement "that looks like it's any sort of concession", explaining that the two parties had found "common ground" and "common language" in their negotiations.
"This is an exciting day for our customers for communities and for the many individuals who are relying on this project to deliver jobs and economic benefits to their communities", Anderson said in the statement, which didn't acknowledge the political challenges that could be ahead.
Proportional representation would solidify the Greens as a player on B.C.'s political scene and likely have them hold the balance of power for years to come.
