The gunman who killed 37 people in the Resorts World Manila casino has been identified as 42-year-old Jessie Carlos Javier, a former tax specialist at the Philippine Department of Finance.

The identification of the attacker as Jessie Javier Carlos, a Catholic, proves that claims of responsibility by the Islamic State group for Friday's attack were false, President Rodrigo Duterte and police said.

Albayalde said police have spoken with Carlos' widow, who is anxious about the effect of the incident on their children.

In two years, he had amassed 4 million pesos in debt at one casino alone.

The gunman was banned by the Philippine Amusement and Gaming Corporation from all casinos upon the request of his family.

A journalist with ABS-CBN News reported that witnesses had spotted several men wearing black masks and black clothing storming the Resorts World Manila hotel and casino.

Resorts World on Saturday released security footage showing the attack and the suspect, who took a taxi to the entertainment complex, with his M4 rifle hidden in a backpack, where he also had bottles of either gasoline or kerosene.

"This became the cause of misunderstanding with his wife and parents", Albayalde said as he sat alongside Carlos's parents and wife at a press conference announcing the gunman's identity.

Presidential spokesman Ernesto Abella said separately Sunday that "this is the action of one person".

NOT A TERRORIST ATTACK Authorities had repeatedly insisted last week that the incident at Resorts World Manila, which is located near the Philippines' main worldwide airport, was not an act of terrorism but a botched robbery attempt.

The footage showed Carlos firing shots from an assault rifle and setting fire to gambling tables in Resorts World casino early on Friday after which at least 36 people dead.

Albayalde said they won't allow any terrorist group to use this attack for their publicity.

The man was found dead in a room in a hotel next to the casino.

Duterte on Saturday night visited the wake of some of the victims at the Veronica Memorial Chapel and the Rizal Funeral Homes in Pasay City, and the Heritage Park in Taguig City where the wake of Elizabeth Panlilio Gonzales, wife of Pampanga Rep. Aurelio "Dong" Gonzales Jr., is being held. "But we assured them in case they are bullied or someone hurts them, we are willing to provide assistance", Albayalde said.
