The launch came days after USA aircraft carriers USS Carl Vinson and USS Ronald Reagan left those waters after joint exercises with the South Korean navy.

Haass, who served as a foreign policy adviser to U.S. President Donald Trump during last year's campaign, said that there are three policy options on the North - acceptance, military intervention and creative diplomacy - but the first two are either flawed or too risky.

South Korea's President Moon Jae-in on Sunday nominated a former navy chief as his defence minister, the president's office said, as the government faces challenges tackling North Korea's rapidly developing weapons programme.

Moon has sought to expand cross-border civilian exchanges as a way to improve ties, but North Korea on Monday rejected a Seoul civic group's offer to provide anti-malaria supplies to protest South Korea's support of fresh United Nations sanctions adopted last week.
