Germany's foreign ministry spokesman Martin Schaefer said: "I have reason to expect that these people, who have been incriminated by the American criminal justice (system) will not step onto German soil in the foreseeable future, including during the G20 summit".

Germany will deny permission for Turkish President Recep Tayyip Erdogan to address Turks at a rally when he visits for the upcoming Group of 20 meeting in Hamburg, Germany's foreign minister said Thursday.

"We must tackle this existential challenge, and we can not wait until every last person on Earth has been convinced of the scientific proof", said Dr Merkel, who cut her political teeth chairing talks that eventually lead to the Kyoto Agreement.

Erdogan will attend the G20 summit in Hamburg next week - his first visit to Germany since he and several of his ministers accused Germany and other European countries of "Nazi-like" practices for blocking campaigning for a key constitutional referendum that granted him sweeping presidential powers in April.

Germany's chief federal prosecutor in January launched an investigation into possible spying by clerics sent to Germany by the Turkish government, and in March opened a second, unrelated probe into suspected espionage.

Turkish politicians, including Erdogan himself, were barred from speaking in Germany and other European Union countries in the run-up to a referendum on constitutional reform in April which Erdogan narrowly won.

"Especially the approach of a person, who held the Presidency of the European Parliament, to restrict the freedom of assembly and freedom of expression once again reveals the real face of the mentality we face and the double standard.", said the spokesperson, referring to Schulz.

Meanwhile, a number of venues located in the North Rhine-Westphalia region have refused to host Erdogan, according to German media reports.

Germany's relations with Turkey have been frayed by a widening range of issues that also include Turkey's jailing of two German journalists.

Erdogan last visited Germany in May 2015, when he addressed supporters in Karlsruhe.

German parliamentarians have been briefed about the measure.

Germany has accepted asylum claims from high-ranking Turkish generals in North Atlantic Treaty Organisation.

In July, Turkey will mark one year since the failed coup attempt, which exacerbated an already far-reaching crackdown against critics of the government, and has led foreign goverments to distance themselves from Turkey.

Turkey is frustrated about Germany's refusal to extradite military officers and others who have sought asylum in Germany.
