"In NYC, looks like another attack by a very sick and deranged person", Trump said the tweet.

A senior law enforcement officer advised CNN that a note was found in the truck was stated that the attack had been carried out in the name of ISIS.

"Another attack in London by a loser terrorist", Trump tweeted. "Thoughts & prayers as we monitor the situation".

Earlier, the USA president took to Twitter to decry the attack, saying "we must not allow ISIS to return".

Sayfullo Habibullaevic Saipov, an Uzbek national who reports say legally resided in Florida and New Jersey, is suspected to have plowed through pedestrians and bicyclists in lower Manhattan using a rented Home Depot truck.

Uzbekistan, the suspect's country of origin, does not fall under the list of countries in Trump's current travel ban.

Roughly 90 minutes after Trump's first tweet on the attack, he expressed his condolences to the victims.

Republican leaders in Congress said the government should employ similar tactics to ensure that Tuesday's truck attack in New York City is not repeated. "Will you pledge allegiance to our flag and to our country if you come here?'" Paul said. "I will continue to follow developments closely".

Trump's reaction to the attack in NY was similar to his response to the killing of 49 people in a nightclub shooting in Orlando in June 2016 by a shooter who pledged allegiance to ISIS. "We are not going to be deterred".

The next 24 hours - and the 24 hours after that, etc. - were also not an appropriate time to discuss potential legislation to address the scourge of gun violence, which has claimed more USA lives than terrorism on American soil since 2001. And we go forward stronger than ever.

In Washington, Senate minority leader Chuck Schumer issued a statement after being briefed by the Federal Bureau of Investigation about the attack. Chuck Schumer, a New York Democrat who was a member of the House of Representatives at the time and proposed a program for "diversity immigrants" in a bill he offered earlier that year.

The President took to Twitter to share the news that he is upping his pledge to crack down on immigration following the incident of terror.
