It took Dimitrov just 22 minutes to wrap up the first set, with a struggling Carreno Busta not getting close to looking competitive.
Dimitrov, who had a 100 percent record in the group matches, asserted himself at the business end of the set and piled on the pressure when Goffin served at 5-6.
Yet Goffin, beaten in all six prior meetings with Federer, turned the tables to win 2-6 6-3 6-4 and become only the sixth player to beat Nadal and Federer in the same tournament.
The Belgian shocked heavy favourite Roger Federer in Saturday's first semi-final at the O2 Arena.
And against all odds, Goffin stormed from a set down to claim an impressive 2-6, 6-3, 6-4 victory to reach Sunday's final.

That said, Goffin should provide some very watchable tennis, and the sport is - or at least should be - about more than just the "Big Four/Five".
From then on, the young Austrian seemed unable to really get his racket back in the game: he conceded two more early breaks and allowed his opponent a 4-1 lead in the second.
Goffin pummelled his good friend Dominic Thiem 6-4, 6-1 to advance to the semi-finals in London on Friday but admits toppling Federer will be a daunting task. He did all of that in the opening game of the match, which played out over eight minutes and had four deuces.
Growing in confidence, the 26-year-old broke Federer's serve again at 1-1 in the third set as the Swiss, suddenly hesitant, struck a backhand out. For the first time in the encounter, the underdog finally made his first breakthrough on the return after Federer came up with several unusual errors on his forehand and Goffin took an early 2-0 lead with an excellent passing forehand. "Unbelievable effort. I'm very proud to play against him in the final".
Dimitrov also played tribute to his girlfriend and popstar Nicole Scherzinger afterward for her support. The mistakes were starting to creep in as Sock pushed Dimitrov hard on the attack; forcing him wide off the court and then forcing a sprint with a slice drop shot.
He'd had to change things up after taking only two games off Dimitrov in their round-robin encounter last Wednesday, but his courageous all-or-nothing approach wasn't enough as a late resurgence on his own serve and his encouragement for the crowd failed to save the match. The Bulgarian had lost his previous two clashes with Sock having held match points and three went begging in a nervy finale before he ended the contest. I'm sure neither one of us is going to think about that.
