North Koreans "alone are responsible for these tensions, they alone must take responsibility for these tensions, and they alone can solve these tensions", Tillerson said.

Tillerson also dismissed concerns that United Nations sanctions are having an impact on North Korea's humanitarian crisis, saying Pyongyang "hypocritically spends billions" on military programs "while its own people suffer great poverty". Speaking at Washington's Atlantic Council think tank on December 12, the USA secretary of state offered North Korea's authorities to "just meet" and "talk about the weather". North Korean media reported that party leaders such as Vice Marshal Choi Ryong-hae, Ri Su-yong, and Kim Pyong-hae took part in the ceremony.

This lack of coordination between the White House and State Department will only chip away at the worldwide community's hopes for the USA government.

Tillerson extended that challenge to other countries that have been slow to fully implement existing resolutions on North Korea, saying that it calls "into question whether your vote is a commitment to words only, but not actions".

"The hope for peace is not totally obliterated", said Chinese Deputy Ambassador Wu Haitao.

As long-term allies of North Korea, the two countries are key players in enforcing the sanctions. "We do not regard this claim as an empty threat".

Rising tensions between the USA and North Korea, which conducted its largest nuclear test in September and fired off a powerful ICBM in late November, have raised deep concern worldwide.

"It is time to immediately re-establish and strengthen communication channels, including inter-Korean and military-to-military channels", Guterres said.
