Pennsylvania was the fifth-most populous state in the 1990 census, but was passed by IL in the 2000 census.
IL was just one of eight states in the nation to lose population between mid-2016 and mid-2017, with much of it due to people leaving for other states, according to new estimates published Wednesday by the federal government.
California, Texas and Florida continue to be the most populous states, according to the estimates. The South and West grew fastest at 1 percent each, while the Midwest had a 0.3 percent increase compared to the Northeast's growth of 0.2 percent.
On the bright side, IL has seen an increased racial, ethnic and gender diversity in the state's work-aged population.

In terms of actual numbers, MA saw its population increase by around 37,000, which is good for 18 overall. Net worldwide migration decreased 1.8% - the first drop since 2012 to 2013.
Over the past year, the population increased by 1.9 percent - or slightly more than 57,500 people - and closely followed behind similar surges in Idaho at 2.2 percent and Nevada at 2.0 percent. Idaho was the fastest growing at 2.2 percent from July 1, 2016 to July 1, 2017, according the Census Bureau.
