Reportedly, Khan intends to pay more than £500 million Wembley Stadium itself, and a further £300 million to allow the FA to keep the Club Wembley debenture and hospitality business.
In his message via the Fulham website, Khan stated his understanding of the importance of Wembley to English soccer and that his bid to buy the stadium would not reduce his involvement with the West London club.
"Should we be fortunate to close on the purchase, it's important to stress that the spirit and essence of Wembley would be unchanged".
Theresa May tonight warned the FA to think of England fans before committing to selling off Wembley Stadium.
That was undoubtedly a reference to the 10-year deal signed between the National Football League and Tottenham Hotspur chairman Daniel Levy to host National Football League games at their new 61,000-seater stadium on the site of the former White Hart Lane. The Treasury would also have a say on any final terms.
"For the Jaguars, it would deliver another - and very significant - asset and local revenue source that would further strengthen our investment in London, which as everyone knows is crucial to the Jaguars" continued sustainability in Jacksonville.
"I think [fans] have to understand the value and the attraction for myself".

"We will take excellent care of Wembley Stadium in every respect, and at all times be good citizens and neighbours here in London and beyond".
"I am grateful for all of my experiences and investments in London, and am privileged to have this opportunity with the FA to forge an agreement that I am certain will be a victory for everyone".
"At a time when we are enjoying an exciting second half and climax to the season, playing some superlative football, nobody associated with Fulham will want to be distracted by questions of future grounds, the approved plans for a new Riverside Stand and ultimately the ownership of the Club".
The FA also believe that new owners with deep pockets would be able to spend more on maintaining and improving the stadium and could invest in new attractions such as a Hall of Fame museum.
As per the Daily Mail, the Blues are likely to be moved out of the Bridge for as much as four years during the £500m redevelopment.
Will the stadium's name change?
For one thing, the FA would be relieved to get rid of outstanding debts of £142 million and concentrating more on talent hunting - England has not won the world cup since 1966 (and that was at Wembley under Bobby Moore whose statue graces the entrance to the stadium).
It's now called "Wembley Stadium powered by EE", but Khan may seek to draft in an alternative sponsor.
