About 800 members of Syria's White Helmets civil defence group and their families have been evacuated via Israel to Jordan from southwest Syria, where a Russian-backed Syrian government offensive is under way.
The Israeli military earlier said it had "recently completed a humanitarian effort to rescue members of the Syrian civil organisation and their families" after a "request of the United States and additional European countries".
The White Helmets, founded in 2013 amid Syria's bloody civil war, have rescued thousands of civilians trapped under the rubble or caught up in fighting in opposition-held zones along the fronts of Syria's seven-year conflict.
Israel has also said it would demand strict adherence to the 1974 disengagement deal with the Syrian army on the Golan, threatening a "harsh response" to any attempt by Syrian forces to deploy in that zone.
Kayed said those evacuated would stay in "a restricted area" of Jordan until they are transferred to the three countries within three months.
They operate mostly in rebel-held territory where almost all civil services have collapsed.
The Syrian regime launched a large offensive in June that has retaken the rebel-held areas in Dara'a and Quneitra bordering Jordan and the Golan.
Al Jazeera's Stefanie Dekker, reporting from the Israeli-occupied Golan Heights, described the operation as "a massive multinational and worldwide effort, with the United Nations involved to get this under way".

The group rose to prominence as it filmed its operations to rescue civilians from Syrian government air strikes in the country's brutal civil war.
International Development Secretary Penny Mordaunt and Foreign Secretary Jeremy Hunt said in a statement: "The White Helmets have saved over 115,000 lives during the Syrian conflict, at great risk to their own.
We commend Jordan's generosity in supporting their processing by UNHCR and the commitment of the United Kingdom, Canada, and Germany to provide the White Helmets and their families with permanent homes".
Netanyahu has also pledged to keep Iran from entrenching itself militarily in neighbouring Syria, where Tehran is supporting President Bashar al-Assad in his country's civil war. "We expect this to be the government's final push to take back all of southern Syria", said Dekker.
Following the meeting, a senior Israeli official said that Israel had rejected a Russian offer to keep Iranian forces in Syria 100 kilometers (62 miles) away from Israel's northern border, reported Times of Israel.

The advance of the army towards the border still raised concern for Israel, which fears the presence of Hezbollah, a Lebanese militant group, and Iran in the region that is known as "Triangle of Death".
