These changes will also make the NCAA investigations and infractions process more efficient, setting stronger penalties for schools or individuals who violate NCAA rules to deter future violations and bringing independent investigators to the table to make decisions and enforce rules.

College players who declare early for the National Basketball Association draft but are not selected will have the option of returning to school, provided the National Basketball Association makes an expected rule change about draft eligibility, according to the NCAA. That player that is not selected would have to inform their schools by 5 p.m. the following Monday after the NBA Draft takes place.

The changes also include allowing a player to return to school if undrafted, but only if he sought the NBA advisory evaluation and participated in the scouting combine - a number that NCAA senior vice president of men's basketball Dan Gavitt said would be "very limited in scope".

Agents can pay for meals and transportation for players and their families if the expenses are related to the agent selection process. These changes will promote integrity in the game, strengthen accountability and prioritize the interests of student-athletes over every other factor.

Most of the changes take effect beginning this school year. "I don't think it addresses any of the issues in college basketball". The agent's work would stop if the player enrolls in or returns to college.

Additionally, the NCAA will require more transparency about the financial relationships between apparel companies and their clients, including universities, amateur teams and events the companies sponsor. "Division I", NCAA President Mark Emmert said in a teleconference with reporters Wednesday afternoon.

No schools were mentioned, but two Federal Bureau of Investigation reports, one in September and another in April, have identified recruiting practices that violate NCAA rules involving prospects who wound up at several schools, including Kansas. The NCAA would establish a fund to help schools that financially would struggle to meet this requirement. The NCAA now will also be able to use information obtained in outside investigations - such as the FBI - to aid in its own probes and also will now hold school presidents and chancellors personally accountable for their athletic departments following the rules. The NCAA will also add public members to its Board of Governors.

Basketball student athletes can now take up 10 official visits between Aug.1 of their junior year and October 15 after their high school graduation: five as a junior and five as senior, according to the NCAA.
