The U.S. Justice Department has a standing guideline against indicting sitting presidents, although they can be charged after leaving office.

Jerry Nadler, the incoming chairman of the House Judiciary Committee, described the details in prosecutors' filings that were released on Friday (local time) in the case of Mr Trump's former personal lawyer Michael Cohen as evidence that Mr Trump was "at the centre of a massive fraud".

Trump had the lowest approval rating in Spain, where 93 percent of respondents said they did not believe in the USA leader's ability to make good decisions.

Quoting a Fox News report, Trump said, "Democrats can't find a Smocking (sic) Gun tying the Trump campaign to Russian Federation".

He tweeted on Monday that, if there was wrongdoing, it was lawyer Michael Cohen's "liability" and not his.

On Sunday, Trump assailed former Federal Bureau of Investigation director James Comey, whom Trump fired while he was heading the Russian Federation investigation before Mueller was named to lead the probe.

Cohen first made the allegation in court in September that he was directed by Trump to make the payments to the two women, Stormy Daniels and Karen McDougal. Trump on Saturday denied that he directed Cohen to make the payments. The payments, which Cohen has pleaded guilty to facilitating, were considered illegal campaign contributions meant to aid Trump's campaign.

There is likely more to come from Mueller.

Mueller's filings claimed Cohen "acted with the intent to influence the 2016 presidential election" at the direction of Trump when he paid women to not go public about their alleged affairs with the presidential candidate. And Mueller could complete a larger report at the conclusion of his investigation.

This is relevant to the extent that Trump in the final phase of the election campaign and since entering the White house, has repeatedly asserted that no "shops" in Russian Federation.

The President now urgently needs to work out who to install in the chief of staff job, according to reports, and is reportedly considering chairman of the ultraconservative House Freedom Caucus Mark Meadows.

Pelosi was also under pressure to impeach President George W. Bush in 2006 when she first became speaker of the House.

"If you just take a step back and think what these impeachment hearings could look like with this whole cast of characters, it would be awful for Democrats going into 2020", she said.

Republicans are also aware that impeachment could backfire.

"Michael Cohen being directed or not being directed, that's what the Southern District of NY thinks is a problem", he said.

But even if NY does end up indicting the President, actual impeachment still carries with it significant risks. "They're used for cases with extraordinary circumstances", he said.

Nadler has said the same, that there would have to be at least some Republican support if they take the step of initiating impeachment proceedings.
