But Democrats - and some Republicans - are refusing to budge saying border security can be achieved without a wall. He tweeted angrily at Democrats, declaring "I will not sign any of their legislation, including infrastructure, unless it has ideal Border Security".

White House aides told U.S. media President Trump is inclined to sign the measure.

After an emergency White House meeting Thursday afternoon with House Republican leadership, Trump looked to retreat on potential stop-gap deal, according to The Hill.

The GOP-controlled Senate easily passed the stopgap measure by voice vote late Wednesday.

Now, with a partial government shutdown looming if a deal to fund seven government agencies can't be concluded by December 21, President Trump has a flawless opportunity to follow through on his pledge while finally getting the border wall funding he has sought since the beginning of his presidency. The vast majority of that money ($30 billion) was for hiring more U.S. Border Patrol agents along the southern border.

The Republican president was foiled in the Senate by members of his party, who refused to grant him any of the $5bn (£4bn) he wants for a US-Mexico wall.

"Why not allow a vote on a bipartisan Senate bill and let democracy work in the House?"

But a top House Democrat on Wednesday made clear that no matter what Trump calls the proposed barrier, that caucus - which takes control of the chamber in a few weeks - will not provide the necessary monies. And Elrod told Faulkner that Trump is making a "last-ditch effort to try to get that $5 billion wall that he's been talking about".

Just days before a possible government shutdown, President Donald Trump continues to urge Democrats to back the funding for the U.S. -Mexico border wall.

White House press secretary Sarah Huckabee Sanders addressed the government shutdown threat in a briefing Tuesday.

Right-wing columnist Ann Coulter - author of In Trump We trust - recently opined that the president will not be re-elected without a wall.

The Trump Foundation , for instance, purchased a $10,000 portrait of Trump that was displayed at one of his golf clubs. Trump had boycotted a Republican presidential debate and held what he described as a fundraiser for veterans instead.

But if he had a dual goal to influence the campaign, that could be a real issue. It's multiple witnesses-and the opinion of the court-against Trump on this one.

They said questions from the judiciary committee Republicans were merely distractions from special counsel Robert Mueller's probe. Trey Gowdy, the chairman of the oversight panel, are also retiring at the end of the year.

The North Carolina Republican said one member who hadn't spoken in the conference in eight years stood up to speak Thursday and that Rep. Virginia Foxx's husband called her from back home to say you've got to get the wall done.

The package included more than $46 billion for border security.

"The president informed us he will not sign the bill", Ryan said.

"This is a missed opportunity to pass full-year funding bills now", Pelosi said in a statement.

Pelosi and Senate Minority Leader Chuck Schumer of NY have made it clear they will not support money for Trump's wall.

In reality, about two-thirds of the federal government is already funded through a budget deal reached earlier in the year, so a partial shutdown would not affect most federal employees, including those serving in the armed forces.

More importantly, the border fencing Schumer backed in 2013 is different than how Trump has described his border wall. Lawmakers have been at a standstill over President Donald Trump's demands for $5 billion to fund the border wall.

The President has been unusually quiet about the issue on Wednesday, holding his tongue as some conservative commentators and lawmakers blast him for abandoning his commitment.

The standoff dispute could affect nine of 15 Cabinet-level departments and dozens of agencies, including the departments of Homeland Security, Transportation, Interior, Agriculture, State and Justice, as well as national parks and forests.
