ELLICOTT CITY, Md. - Searchers scouring a riverbed near a Maryland town ravaged by destructive flash flooding have found the body of a missing man last seen being carried away by raging waters racing down a historic main street. A woman wanted to leave the restaurant to find her cat, and Lopez said Hermond lost his balance as he attempted to help the woman out.
The Patapsco River, which flows into the Chesapeake Bay, rose by 17.8 feet in two hours on Sunday amid a deluge of rainfall. The flooding reached the second floors of some buildings, and one building in Ellicott City's historic downtown area has fallen.
Asked whether he's committed to building back anew he said: "We'll see".
Law enforcement officials said they were still working to secure the Ellicott City area on Monday morning before allowing residents and business owners to return to their property, reclaim belongings and assess the damage.

A state of emergency was declared in Maryland on Sunday, with authorities saying that the flood was of the same scale that rocked Ellicott City in 2016, leaving two people dead and many businesses and homes devastated.
Hermond had been at a restaurant Sunday helping to celebrate the owner's birthday. He promised that the affected area would receive "every bit of assistance" possible.
"We had a very, very heavy cell move over us, and it just unloaded and did not let up", he said.
"We certainly are looking over that very carefully with the National Weather Service", he said. On Sunday the city saw 8 inches over six hours, with most of the rain falling during a three hour window.

Before this weekend's natural disaster, Ellicott City citizens were still trying to recover from the 2016 flood, which caused millions of dollars in damage.
