French President Emmanuel Macron and Irish Taoiseach Leo Varadkar are meeting in Paris to discuss the impact of Brexit.
The Prime Minister said she wants the United Kingdom to leave the European Union "in a timely and orderly way" and a bill would have to be put in place so the United Kingdom would not have to participate in European Union elections on May 22.
This latest move aims to enshrine that promise in law, by requiring Theresa May to propose an Article 50 extension beyond the current exit date.
The MPs did not give a timetable for the legislation, but are due to take control of parliamentary time on Wednesday, when they could either debate the legislation or set out when they intend to try and pass the bill.
The group behind the bill, which also includes former Tory chair Dame Caroline Spelman, Commons Brexit Committee chair Hilary Benn, former attorney general Dominic Grieve and Liberal Democrat Norman Lamb, aims to push it through all of its Commons stages on Thursday, and hopes the House of Lords would then grant its approval ahead of the emergency European Union summit on April 10.
Commenting on the bill, Ms Cooper claimed the country was "in a really unsafe situation with a serious and growing risk of no deal in 10 days' time".

But he said he would await the prime minister returning and would support her again. She needs to put forward a proposal, including saying how long an extension she thinks we need to sort things.
The BBC's John Pienaar said Prime Minister Theresa May's cabinet had considered plans to "ramp up" no-deal Brexit preparations and a snap general election had also been discussed.
Sir Oliver added: "This is a last-ditch attempt to prevent our country being exposed to the risks inherent in a no-deal exit".
"The Government would then bring forward the Withdrawal Agreement bill".
"I am offering to sit down with the leader of the opposition and to try to agree a plan that we would both stick to ensure that we leave the European Union and that we do so with a deal". "But it is definitely worth trying", he added.
However, the option of holding a confirmatory public vote on the deal came close to receiving a majority, being defeated by just 12 votes. "Not the fantasy Brexit that was sold to them in 2016", he said.
Speaking in Brussels, Mr Barnier said: "An extension would carry significant risks for the EU".
